Types of Open Access publishing agreements, memberships and discounts

The University Library has a range of agreements, memberships and discounts in place and is actively pursuing opportunities to fund open access initiatives, including:

Agreements that have reached 2025 caps
The Wiley, Springer and Taylor & Francis agreements have all reached their 2025 caps. For hybrid journals, the option to publish behind the paywall is available for articles accepted and/or processed after the cap is reached. Gold (fully open access journals) will require the APC to be paid by the authors.

Wiley hybrid: CAP REACHED on 18 September. No further APCs will be processed for Wiley hybrid journals under this agreement.
Wiley gold: CAP REACHED on 28 October. No further APCs will be processed for Wiley Gold open access journals under this agreement.
Springer: CAP REACHED on 9 October. No further APCs will be processed for Springer hybrid journals under this agreement.
Taylor & Francis: CAP REACHED on 26 October. No further APCs will be processed for T&F hybrid journals under this agreement.
 

 

Update on 2026 Agreements

As confirmed by CAUL in the 13 November 2025 media release and 28 November media release: 

  • ANZ Universities have reached in-principle agreements with Taylor & Francis, Springer Nature and Wiley for new agreements commencing 1 January 2026.
  • The T&F agreement will provide open access publishing for UWA authors, without individual article processing charges and covering all hybrid and gold journals in the Taylor & Francis portfolio.
  • Both the Wiley and Springer agreements provide comprehensive open access publishing options for authors to publish open access without facing article processing charges.
  • Discussions between CAUL and Elsevier are paused as both parties were unable to reach agreement on terms at this time. See further information in recent UWA Intranet news article and FAQs.

How to take advantage of the agreements

UWA has a range of agreements available to UWA authors in 2025 which are listed below. Here's how to take advantage of these agreements:

  1. Check agreement types and conditions:
    There are different types of agreements with different benefits and each agreement has different conditions. Find the relevant publisher below and follow the links for full information and conditions of the agreement. Agreements cover publications that are accepted for publication in the relevant calendar year, unless a cap is reached before the end of the year. In almost all instances it is the date of acceptance that is important, not the date of submission. Please read all agreement conditions for the relevant publisher carefully before submitting your publication as they are all different. If in doubt, contact the library for clarification before submitting.
     
  2. Affiliation: 
    When submitting your article:
    1. use your UWA email address (ending in "@uwa.edu.au", "@research.uwa.edu.au" or "@student.uwa.edu.au"), and
    2. specify your University of Western Australia affiliation (byline). This also ensures your compliance with the Research Integrity Policy which requires authors at UWA to acknowledge the papers they publish were undertaken at UWA.
       
  3. Licensing: 
    Your Open Access article will be published under a Creative Commons Licence. The licence specifies how the work can be reused. The publisher may have a set licence that all articles are published under, or you may have the option to choose which Creative Commons licence you wish to apply to your work based on the options provided by the publisher. When you have the option, the UWA Research Integrity Policy recommends publishing OA under the CC BY licence. This is the least restrictive licence and makes research outputs truly "open". Publishers with OA agreements, memberships and discounts

  • CAUL Read and Publish Agreement - This agreement allows UWA corresponding authors to publish open access in 23 hybrid AIP journals without incurring individual APC payments. See title list for journals covered.
  • Eligible article types: Research articles, Review articles

  • Capped agreement - shared publishing allowance of 342 articles by authors from participating institutions in 2025

  • Unfortunately Elsevier are no longer providing a definitive list of journals that have the APC 100% covered under the CAUL agreement and advise that the final APC cost will only be visible to authors during the submission process.

    Please be aware that if the APC is not fully covered for a hybrid (subscription) journal, in most cases you will be able to publish the article as subscription-only and deposit the accepted manuscript in the UWA Research Repository for open access availability with a 12-18 month embargo. Type of Agreement:

  • CAUL Read and Publish Agreement and APC Discount (Springer fully OA titles) - This Read and Publish agreement allows UWA corresponding authors to publish open access in most of Springer's hybrid journals without incurring individual APC payments Note: Springer 2025 hybrid cap exhausted on 9 October.
  • There is a separate 15% discount on APC charges for Springer titles that are fully Open Access.
  • Nature Publishing Group titles are not included in this agreement, but UWA offers a separate fund for corresponding authors of Nature articles (flagship journal only).
  • CAUL and Springer have reached an in-principle agreement for 2026. Full details of the agreement will be announced as soon as possible.

Number of Included Articles:

  • Read and Publish agreement is a capped agreement - shared publishing allowance of 3,511 articles by authors of participating CAUL institutions in 2025.

  • CAP REACHED on 9 October 2025. No further hybrid open access article approvals will be processed in 2025.

    Authors who have articles accepted by hybrid journals now have the option of publishing behind they paywall, or paying the APC out of their own funds..

  • No limit on Springer fully open access titles APC discounts.

  • Read & Publish Title List - Included titles list "University of Western Australia" as an Eligible university. Nature journals are not included in this agreement.
  • UWA has an APC fund for publications in Nature (flagship journal only) with a UWA corresponding author. More information available on the Staff Intranet.
  • A 15% discount applies to all Springer fully open access journals

  • CAUL and T&F have reached an in-principle agreement for 2026. Full details of the agreement will be announced as soon as possible.

  • Capped agreement - shared publishing allowance of 3,877 articles by authors of participating CAUL institutions in 2025

  • CAP REACHED on 26 October 2025. No further hybrid open access article approvals will be processed in 2025. Authors who have articles accepted by hybrid journals now have the option of publishing behind they paywall, or paying the APC out of their own funds.

  • CAUL Read and Publish Agreement - This Read and Publish agreement allows UWA corresponding authors to publish open access in most Wiley hybrid and gold journals without incurring individual APC payments. Note: Wiley Hybrid 2025 cap exhausted on 18 September.
  • CAUL and Wiley have reached an in-principle agreement for 2026. Full details of the agreement will be announced as soon as possible.

Number of Included Articles:

  • Capped agreement - shared publishing allowance of 5,348 articles in hybrid journals and 1,690 articles in fully OA journals by authors of participating CAUL institutions in 2025. All Wiley caps have now been reached for 2025 and no further articles will be processed under the agreement.
  • Wiley hybrid journals: CAP REACHED on 18 September 2025. No further hybrid open access article approvals will be processed in 2025. Authors who have articles accepted by hybrid journals now have the option of publishing behind they paywall, or paying the APC out of their own funds.
  • Wiley Gold (full open access) journals: CAP REACHED on 28 October 2025. Authors publishing in Gold journals: will need to cover the cost of the APC out of their own funds.
