Bibliometrics

If you are evaluating an individual journal article you should first consider the metrics for the article. Author and journal metrics can be included in an extended evaluation.

You should avoid placing too much reliance on journal level metrics. These were developed to assist librarians developing collections of journals and do not demonstrate the quality of articles.

A good journal can publish a poor article and, a good article can appear in a poorly ranked journal.
